Section B: Position Objective
The Honiara City Council through the Honiara City Council Education Authority Office is mandated to coordinate school financial resources to ensure accountability, transparency, recording and reporting of school revenues and grants in all HCC Schools. This measure is necessary to ensure that holistic and appropriate practices as stipulated in the financial instructions is adhered in accordance with the disbursement of the school financial resources.
SECTION C: Key Duties
This position is required to undertake the following duties:
1.Liaise with school administration and board in the development and endorsement of an approved school budget
2.Ensure that school transactions correlate to school endorsed budget and financial instructions
3.Collect school revenues, insurance of receipts, balance and deposit to school accounts prior to disbursement.
4.Ensure that all school revenues are deposited in the school accounts prior to their official disbursement
5.Coordinate financial management of school finances
6.Provide timely advice and prioritizing of the school financial resources
7.Collect school registration fees and pay to HCC account division
8.Report monthly disbursement of school financial resources
9.Verify payments, suppliers and receipts of services and goods delivered in schools
10.Liaise with school administration and board in ensuring that school is financially stable
SECTION D: Key Deliverables
The incumbent of this position will have their performance assessed according to following key deliverables:
1.School Financial management Manual, verification tools, materials (receipts) and software are available for use in schools
2.School leaders and senior teachers are trained in school financial management and financial verification tools, manual, and software.
3.HCC schools financial management policy is in place regularly reviewed.
4.School financial disbursement, recording and reporting procedure, tools, software and strategies aligned with best practice and support good outcomes.
5.An effect implementation of the school financial management program with accountability mechanisms in place
6.Clear communication links are established between schools and education authority, HCC MEHRD and the community (stakeholders) through local communication links, media and PTA.
7.Schools receive timely feedback from school financial performance reports
8.An overall work report is submitted to HCCEA or HCC on quarterly basis

SECTION E: QUALIFICATIONS AND CAPABILITIES

Certificate or Diploma in Finance or Administration

Capabilities Required
Able to provide technical advice and support to principles or school board when requested as part of the supervisory role.
Able to work with school leaders and provide advice or support in best financial management
Comfortable with the use of Microsoft office applications such as Microsoft, excel and access
Capable of understanding the expected outcomes of the Division.
A fair knowledge in Financial management practices (preferable) or able to learn quickly on the job.
A good team leader

SECTION G: TERMS AND CONDITIONS
Fortnightly Salary: $1,287.06-$1,539.52
Annual Leave entitlement: 30 days
Other Conditions of service relevant to this position:
Housing allowance (20% of salary)
7.5% of NPF Contribution
Other conditions of service are stipulated under the Staff Instructions.
