Description

The Ministry of Mines, Energy, and Rural Electrification (MMERE) is responsible for the sustainable development and management of Solomon Islands’ mineral, petroleum, water, and energy resources. It is also mandated to manage geological surveys and is responsible for the mitigation of geological and hydrological hazards. Management of mineral resources is guided by the National Minerals Policy 2017-2021, which aims to strengthen governance, make decisions more transparently and inclusively, offer greater investment certainty, and create a system that better protects community interests. To support the implementation of this Policy, the Sustainable Mining Development Technical Assistance Project (SMDTAP) will build the capacity of the Solomon Islands Government to achieve sustainable mining investment and benefit flows through;

i) completing the design of a regulatory framework in line with the National Mining Policy following enactment of a new Mining Act,

ii) building capacity of government regulatory institutions to fulfill their functions effectively, and

iii) supporting MMERE to overcome near-term operational challenges. Financing for the project has been obtained by MMERE from a World Bank grant. A Project Management Unit (PMU) is being established under the SMDTAP Project. The PMU will be responsible for the implementation of the Project as well as other services and support to the Ministry. The PMU will be a fully integrated part of the Ministry’s structure that provides services to the other divisions, as well as providing planning, monitoring and evaluation, safeguards evaluation and monitoring, progress reports, and financial reporting, in accordance with both Solomon Islands Government and World Bank requirements.

The PMU will include resources to deliver SMDTAP services activities, including work planning, reporting, budgeting, and financial management, procurement, monitoring and evaluation, safeguards, training and capacity building, and communication.

MMERE is seeking suitably qualified and experienced persons for the below positions under the SMDTAP project.

Position Title: Project Coordinator

Location:  Honiara

Required Qualification: Masters/Bachelor Degree in relevant discipline ( project Management, Business or other field relevant to the assignment)

Position Title: Finance Specialist

Location:  Honiara

Required Qualification: University Degree in Accountancy, Finance or Similar Qualification

  Position Title: Procurement Specialist

 Required Qualification: University Degree in Procurement, Law, Finance, Business Administration, Project Management or Similar relevant Qualification.

   Position Title: ESF/Gender/Stakeholder Engagement Specialist

   Location:  Honiara

Required Qualification:  Relevant Degree in Environmental Assessment, Social Management or Similar Equivalent Qualification

Position Title: Monitoring & Evaluation Specialist.

Location:  Honiara

Required Qualification: University Degree in Public Administration or other relevant Qualification.
