The Ministry of Mines, Energy, and Rural Electrification has received budget financing from the World Bank toward the cost of the Solomon Islands Sustainable Mining Development Technical Assistance Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include the Exploration & Mining Specialist.

The engagement of an Exploration and Mining Specialist is to strengthen and support the Ministry of Mines, Energy and Rural Electrification’s (MMERE) capacity to carry out the management of the mining sector more efficiently and to implement its functions effectively in terms of exploration and mining geo-data acquisition, review, management and interpretation.

This Exploration and Mining Specialist will basically provide reports, guidelines, instructions, skills and capacity development, which may include research, design, installation and management of a modern Geo-data repository and a series of workshops and training for the MMERE staff and other stakeholders on related subjects who are directly involved in managing the mining sector in Solomon Islands.

The Solomon Islands Sustainable Mining Development Technical Assistance Project (SISMDTAP) now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best-qualified firm/consultant to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations, and based on the following criteria:

Minimum education qualification:

First degree in minerals exploration and mining or economic geology in general and with knowledge and experience in GIS applications.

Experience/Skills:

Minimum 10 Years of working experience in similar geological settings and mineralization styles on an island arc setting as the Solomon Islands.

Knowledge of applicable mapping software as ARCGIS etc is required.

Has a high level of understanding of the styles of mineral deposits and mineralization in the Solomon Islands, with strong emphasis on porphyry and epithermal base and precious metal deposits, nickel laterites, bauxites, rare earth, gemstones, industrial minerals, etc., including VMS deposits in the offshore.

Able to facilitate training to a different level of stakeholders.
