TENDER NOTICE: REQUEST FOR PROPOSAL

Tender Reference Number: MTB C11/25,

Project Title: Bloody Ridge National Park Security Contract

The Ministry of Culture and Tourism (MCT) invites interested and eligible contractors to submit sealed tenders for the Provision of Security Services at Bloody Ridge National Park, Central Guadalcanal. Full details are provided in the Technical Specifications and Activity Schedule contained in the Tender Documents.

Tendering will be conducted through the Competitive Tendering Procedure in accordance with the Solomon Islands Government Financial Instructions 2010 and the Procurement and Contract Administration Manual, and is open to all eligible tenderers.

3. Tender Submission and Opening
• All tenders must be delivered in sealed envelopes to the above address on or before 4:00 pm on Friday, 7th November 2025.
• Late tenders will not be accepted.
• All tenders shall remain valid for a period of 90 days after the closing date for submission.
Tenders will be opened publicly in the presence of tenderers or their representatives who choose to attend at:
Ministry of Culture and Tourism Conference Room,
Level 1, Anthony Saru Building, Honiara,
on 7 November 2025 at 4:00 pm.

4. Method of Evaluation
• Tender evaluation will be conducted in accordance with SIG Procurement Guidelines, based on the following criteria:
• Administrative Compliance: Completeness and accuracy of all required documents.
• Technical Evaluation: Conformity with specifications, staffing capacity, relevant experience, and proposed service delivery plan.
• Financial Evaluation: Price competitiveness and overall cost-effectiveness.
• The Lowest Evaluated Responsive Tenderer meeting all qualification requirements will be recommended for contract award.

5. Qualification Criteria
To qualify for contract award, tenderers must provide verifiable evidence of the following:
• Valid Guadalcanal Provincial Business Licence applicable to the area of operation.
• Valid Company Registration Certificate.
• Valid Tax Identification Number (TIN) and compliance with IRD requirements.
• Registration as a Security Firm with relevant SIG authorities and possession of an active bank account.
• Demonstrated staffing, equipment, and supervision capacity sufficient for the assignment.
• Successful completion of at least one (1) similar contract of comparable size and complexity within the past five (5) years.
• A clean performance record, with no history of contract failure, suspension, or blacklisting.
