The [Ministry of Provincial Government and Institutional Strengthening and the Ministry of Ministry of Environment, Climate Change, Disaster Management and Meteorology intend to apply for financing from the World Bank toward the cost of the [IEDCR project] and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include:

Objective of the assignment

The objective of the position is to ensure that the IEDCR is implemented in accordance with the World Bank’s Environmental and Social Framework (ESF) and the national environment legislative requirements, including implementation of the Project Environmental and Social Commitment Plan (ESCP), Environmental and Social Management Framework (ESMF), Stakeholder Engagement Plan (SEP) and the Labor Management Procedures (LMP).

Additional environmental and social instruments (must be developed, consulted, approved and disclosed in accordance with the ESMF, SEP, LMP, RPF) environmental and social risk screening procedures.

The [Ministry of Provincial Government andInstitutional Strengthening and the Ministry of Ministry of Environment,Climate Change, Disaster Management and Meteorology] now invites eligibleindividuals (“Consultants”) to indicate their interest in providing theServices. Interested Consultants should provide information demonstrating thatthey have the required qualifications and relevant experience to perform theServices (attach curriculum vitae with deion of experience in similarassignments, similar conditions, etc.). The criteria for selecting theConsultant are:

Academic Background and Relevant Experience

1.1. Academic Qualifications

The candidate must have a Bachelors’ degree from arecognized university as a minimum criterion for consideration. Degreequalification in the fields of economics, development studies, development planning, finance, environment,law and other social sciences etc.

          1.2. ExperienceRequirements

The candidate must have had at least five years of work experienceafter graduation.

The candidate must have had at least three years ofrural/community work experience in dealing with provincial/community servicedelivery, development projects, monitoring projects, and development planning.

The assignment commences on the 1st December 2023

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
