Assignment Title: Strategic Environmental and Social Assessment (SESA)

The Ministry of Mines, Energy, and Rural Electrification has received financing from the World Bank toward the cost of the Solomon Islands Sustainable Mining Development Technical Assistance Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include the engagement of a Firm to carry out the work on Strategic Environmental and Social Assessment.

The SESA will review the status of environmental and social issues, and policies in the mining sector to identify institutional and regulatory gaps that should be addressed to strengthen existing compliance monitoring with regulations and to investigate whether additional resources and standardized procedures might be needed to mitigate any identified risks.

The engagement is for 6 months and the starting date is March 2023.

The Solomon Islands Sustainable Mining Development Technical Assistance Project (SISMDTAP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (“the regulations”), setting forth the World Bank’s policy on conflict of interest.

The best-qualified firm to carry out the services will be selected in accordance with the consultant’s Qualifications Based Selection (CQS) method set out in the regulations, and based on the following criteria:

  • The consulting firm should have in its team individuals with relevant professional qualifications to perform the tasks.
  • A minimum qualification of a Bachelor’s Degree in Environment Science, Social Science, Public Policy, or a related field.
  • At least 10 years in Environment and Social or Policy related work in the country;
  • Have experience working in the SI Public Service, NGOs, and the rural communities
  • Have experience in consulting with stakeholders, both domestically and internationally,
  • Have had experience in carrying out Strategic Environment Assessments, Strategic Environment Social Assessments, or similar assignments in the past.
  • Has good interpersonal skills and presents them in English
  • Good analytical and expert judgment
  • Ability to engage with partners in negotiations
