The Solomon Islands Association of Vocational Rural Training Centre (SIAVRTC) is looking for a suitable Training Development Officer under its 5 years partnership Programme with Caritas Aotearoa New Zealand, He Oranga Taurikura Programme. The Officer will be working under the supervision of the Programme Coordinator to administer all training programmes stipulated under the 5 years programme to benefit 10 Rural Training Centres. He/she will help develop their capacity of Instruction delivery in the country, and as agents to implement and be responsible for the coordination of the 5 years programme.

SIAVRTC is a Non-Government Organisation (NGO) and the key umbrella body comprising of the 5 existing Faith-Based organisations. SIAVRTC is the Governing body for the 68 RTCs (RTCs & VRTCs) that exist as TVET training providers in the country.

This position exists under a 5 years partnership programme between SIAVRTC and Caritas Aotearoa New Zealand after the 1st phase of the partnership ended at the end of 2020. Because of its success, SIAVRTC has been awarded a 2nd phase to 2026. The programme will implement 5 key components stipulated under the 5 years MOU signed between SIAVRTC and Caritas Aotearoa New Zealand under the support of Caritas Aotearoa New Zealand and MFAT.

POSITION – TRAINING DEVELOPMENT OFFICER

LOCATION: SIAVRTC Office, New China Town, Honiara

Overall DUTIES

The Training Development Officer is responsible for organising all the training programmes stipulated under the SIAVRTC / Caritas Programme. He/she will also be responsible for developing the capacity of the 10 rural Training Centres recommended by SIAVRTC under the supervision of the Programme Coordinator.

The officer will also be responsible for the planning and preparation of all the training programmes and to liaise with the 10 RTCs and church authorities for candidates that are to be recommended to access the trainings as stipulated under the training Work Programme.

The Officer will also be responsible to work closely with existing training providers that will be recommended and contracted to deliver the training programmes as stipulated under the Training Work Programmes with SIAVRTC.

The Officer will be responsible to draw up a budget for each training programme to be delivered and hand the budget to the Programme Coordinator for endorsement and approval to be granted by SIAVRTC Director.

The Officer is responsible to produce a complete a report after the completion of each training on the outcome of the training and have all acquittals submitted with the report to the Programme Coordinator. Then the Director of SIAVRTC will officially inform its partners and the ACC Project Steering Committee of the Activity before the next training is carried out.

The Officer will be responsible when directed by the Programme Coordinator to monitor and visit the Rural Training Centres and see their progress and performances and report to the Programme Coordinator the outcome of the Institution.

The Officer will also be assigned any task/s or other responsibilities from time to time as the Programme may demand by Programme Coordinator.

  1. Requirements/Qualifications
  • Proven working experience relating to training work or relevant position and has some educational background relating to the technical skills training.
  • Knowledge of programme management and development procedures
  • Knowledge of budgeting, Acquittals and report writing
  • Ability to work with diversity and multi-disciplinary teams
  • Excellent time-management and organizational skills
  • Outstanding verbal and written communication skills
  • Detail-oriented and efficient
  • BSc/BA/Diploma in Education and administration or relevant field
  1. Specific Working Experience
  • Minimum 5 years of experience in Educational Training programme /project funded by charitable donors preferably in grant schemes.
  • Experience in project programme management and monitoring processing as the officer will be given such responsibilities
