REQUEST FOR EXPRESSION OF INTEREST – INDIVIDUAL CONSULTING SERVICES

The Solomon Islands Ministry of Provincial Government and Institutional Strengthening (MPGIS), through the Provincial Governance Strengthening Programme (PGSP), is now advertising the following consultancy positions for suitably qualified candidates on individual contract basis: –

1. One (1) x Development Planning Specialist to take part in the PGSP Annual Performance Assessment in the provincial governments from 01st January 2023 to 31st March 2023. The assessment will determine funding allocation of PCDF to provincial governments for 2021/22 financial year.
2. Two (2) x Auditor/Accountant to take part in the PGSP Annual Performance Assessment in the provincial governments from 01st January 2023 to 31st March 2023.
3. The assessment will determine funding allocation of PCDF to provincial governments for 2021/22 financial year.

Objectives of the Assignment are as follows;

1. Determine which Provincial Government complies with the Eight Minimum qualifying Conditions for access to funds under the PCDF Grant Scheme, in an objective, neutral, professional, and timely manner.
2. Undertake the scoring of the performance assessment, which will influence the level of allocations to Provincial Governments complying with the minimum conditions.
3. Provide information to the Provincial Governments, through the assessment, on areas in need of future improvements and create awareness on the Technical Assistance support required.

The assignment shall be for 75 days for Planning Specialist and 81 days for Auditor/Accountant to be implemented from 01 st January 2023 to 31st March 2023.

The Ministry of Provincial Government and Institutional Strengthening now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the Solomon Islands Procurement and Contract Administration Manual and SIG Financial Instructions 2010.
