The Ministry of Mines, Energy and Rural Electrification has received budget financing from the World Bank toward the cost of the Solomon Islands Sustainable Mining Development Technical Assistance Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include the Compliance Planning & Coordination Advisor.

The engagement of a Compliance Planning and Coordination Advisor is to support the Ministry of Mines, Energy and Rural Electrification (MMERE) on Capacity Building in Monitoring and enforcing compliance (particularly Technical, Environmental, Social, and Economical Compliance) utilizing existing regulations, policies, and other materials as seen fit or appropriate by the Specialist.

This will include training and the acquisition of software and other tools to build the capacity of MMERE to improve compliance with legislations, policies, agreements, and the conditions of licenses by license holders.

The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.

The Solomon Islands Sustainable Mining Development Technical Assistance Project (SISMDTAP) now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best-qualified firm/consultant to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations, and based on the following criteria:

Minimum Education Qualification:

The Adviser should have relevant earth science professional qualifications covering, Geology, Mining, Mineral Processing, Mining Rehabilitation, Mining Finance, etc and has the excellent working experience and knowledge of the Mining Sector in the country.

Experience/Skills:

At least 15 years working experience in the Mineral Sector covering this topic of inspectorate and monitoring.

Has experience working in the Public Service Sector, in a developing country as Solomon Islands.

Have experience in consulting with stakeholders, both domestically and internationally in a similar Government setting.
