REQUEST FOR EXPRESSIONS OF INTEREST

Catering Consultant Service

The Games Organizing Committee (GOC) wishes to invite eligible consultants to submit EOI for the Catering Consultant Services for the 2023 Pacific Games.

The consultant will provide assistance to the GOC Operation team and the Catering Functional Areas with planning and delivery of the games catering programs. Thus, the catering consultant will also need to adhere the contract requirements regarding dietary preferences, timelines and budget of the program.

Bidding will be conducted through the Competitive Tendering procedure specified in the SIG Financial Instructions 2010 and the Procurement and Contract Administration Manual and is open to all Local and Oversea Tenderers.

Objectives of the consultancy work

a) Specific Objectives

 Provide expertise in the field of catering ensure to the meet the highest standards of efficiency.

Assist operations team with technical support and facilitation of procurement of caterers

Provide technical advice and guidance in terms of catering operations

Build capacity of the catering and operations team

Oversight of the Master Caterer

 b) Scope of work

The consultant will develop master catering plans for 2023 Pacific games with the GOC Operation team. Over a period of 160 working days, the consultant is to plan, develop and facilitating all the catering services.

The consultant is expected to work with the GOC particularly Operation team to facilitate the services.

The work to be undertaken will be based on these specifications:

 Master Caterer Tender – develop and finalize tender for Master Caterer

Catering Operations – provide assistant on procurement of other caterers, technical evaluation and document review, and other require task by GOC.

On-Site Support – provide expertise and support to the catering team during the time of the games.

Type and number of clients includes 5000 athletes, 2500 volunteers, 2000 contractors, 1200 securities, 500+ for staffs, secondees,medicals & sub-contractors

Type and number of meals

To comply with the arrangements made to deliver services in accordance with the GOC

To work collaboratively with all other members of the Operation Teams and their functional areas.

To ensure efficient preparation, production and serving of high-quality food with a specific remit, standards and budget.

 

2) Deliverables

The key deliverable expected from the consultant to provide for 2023 Pacific Games are as follows.

Develop and deliver Master Caterer Tender Document

Develop and deliver Master Caterer Technical Evaluation

Develop and deliver Caterer Deliverables templates (across all Caterers)

Review and Support for Caterer Deliverables

On-Sight Catering Operations support during 2023 Pacific Games.

3) Timeframe and Deadlines

The Catering Consultant shall work up to 160 days. The duration of the contract will become effective from the date of signing up to 31 Dec 2023.

4) Consultant experience

4.1 Qualifications

 Bachelor’s degree in Catering and Food Safety or equivalent qualification preferred

4.2 Knowledge/Experience

 At least 10 years of extensive catering management experience (ideally on management of sport events) and technical assistance related on projects related to organizing events.

Experience in managerial role within a catering and event environment.

Food safety management systems.

Working knowledge of Microsoft packages including Word, Excel and Outlook.
