The Ministry of Mines, Energy and Rural Electrification has received budget financing from the World Bank toward the cost of the Solomon Islands Sustainable Mining Development Technical Assistance Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include the Community & Stakeholder Engagement Specialist.

The engagement of a Community and Stakeholder Engagement Specialist is to design and develop guidelines and work programs with the objective to educate and engage residents and communities on issues directly and indirectly related to the impacts of mining operations.

Additionally, the specialist is required to design and implement training programs for MMERE staff and other regulatory authorities to increase their capacity in all matters relating to community mining impacts and its ensuing awareness programs.

The development of such guidelines and work programs will assist the Ministry of Mines, Energy and Rural Electrification in its community awareness programs to educate the landowners and impacted communities, and other stakeholders on the impacts of mining, both negative and positive, and also to identify and protect the rights of communities and individuals in any mining ventures.

The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.

The Solomon Islands Sustainable Mining Development Technical Assistance Project (SISMDTAP) now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best-qualified firm/consultant to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations, and based on the following criteria:

Mandatory Qualification:

Degree in community-related disciplines such as Community Development, Community Organizing, and Public Administration and other related disciplines and/or qualifications.

Experience/Skills:

Ability to work with minimum supervision and to consult extensively as possible with the communities, regulatory authorities, investors, MMERE, and Provincial Governments.

Has many recent experiences and understanding in successfully carrying out community engagements that relate to similar big development projects as mining.

Evidence of competency in the following qualities would-be an advantage, that is leadership, problem-solving, time management, and public speaking.

Excellent understanding of mining regulatory frameworks and policies, including the Mines and Minerals Act 1990 and the Mining Regulations, and the National Minerals Policy of the Solomon Islands or other regulations is a requirement.
