To qualify foraward of the Contract, tenderers shall meet the following minimum qualifying criteria:
Minimum average annual turnover (average annual gross sales) from construction business in the last five years equivalent to the tender amount;
Experience asprime contractor in the construction of at least one successfully completed works of a nature and complexity similar to the Works in the last five years;
Able to provideor acquire (by own, lease, hire, etc.) the essential equipment listed in the tender documents;
A Construction Manager with five years’ experience in works of similar nature and volume,including no less than two years as Manager; and
Liquid assetsand/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than 20 per cent of the tender amount;

The proposed contract intended for UPGRADE & EXTENSION WORKS ALONG THE UNSEALED ACCESS ROAD FOR THE F.E.S. PROJECT SITE
The work shall carry out for a period of Five (5) months for The Following Maintenance works during the entire contract period:
1.1. SCOPE
The guidelines herein are provided for the information of the Contractor to assist in submission of Tender Rates and Prices for the Bill of Quantities.
This guide will also set the standard general technical specification for actual Road Rehabilitative Maintenance
Works. If,however, the Contractor intends to depart from the method set out in this guide, the Engineer responsible shall pre- approve the new proposed method.
The Work to be carried out under this contract comprises the “UPGRADE & EXTENSION WORKS ALONG THE UNSEALED ACCESS ROAD FOR THE F.E.S. PROJECT SITE” [hereinafterFES-AR] in the vicinity of Tenaru NSS on Guadalcanal Island in the Solomon Islands. [Refer to LOCATION MAP]
1.2. DESCRIPTION OF WORKS
The work shall be carried out for a period of twenty (20) weeks [equivalence of 5 months],which includes a one-off upgrade and new construction works along the FES-AR. A‘Defects Liability Period’ of six (6) months shall commence after the works have been deemed ‘Practically Completed’ and certified to that effect.
Upgrade & Extension Works along Unsealed Access Road
Verify survey-set out of road reserve, road corridor plus road formation width,reinstating survey TBM if need be;
Carry out UXO/AXO BAC over entire road reserve in accordance with SINUS Ed1 (June 2020);
Clear & grubentire road corridor, emphasizing on the road formation width;
Strip & grade (heavy to medium) entire formation width to required camber and compact road’s sub-grade surface;
Excavate & remove all unsuitable materials at areas identified as ‘Soft-Spot’, and thoroughly compact the base of the excavation to 95% of the Maximum Dry Densityas determined by AS 1289.5.1.1 or a standard acceptable to the Engineer. Supply approved select fill materials complying with gradation approved standard or as approved by the Engineer, and compact in layers of not less than 50mm, nor greater than 100mm loose Moisten the material as necessary to achieve optimum water content to allow maximum compaction of the road base, rectifying said‘Soft-Spots’;
Where needed,construct proper road embankments using approved suitable materials sourced from road cuttings and/or borrow pits;
Supply, spread and layered-compact approved granular base layer (200mm thick);
Compact each layer to 98% of maximum Dry Density as determined by AS 1289.5.2.1 or as approved by the Engineer;
Install culvert/drainage structures at designated sections along the access road;
Properly disposeall spoils from the works at designated disposal site (or as per Engineer’s approval);
The work shall further include all other works, which the Contractor is or may be obliged to undertake by the terms of the Contract, together with any work, which is necessary or incidental to the work and all associated coordination and supervision of such work.
The location ofthe Works, as mentioned earlier, is along the proposed route for the unsealed access road for the MAL’s FES Project site just behind Tenaru NSS on Guadalcanal Island in the Solomon Islands [as provided in the tender document’s Location and Site maps].
The “FES-AR” shallbe executed using Modern Machinery in accordance to the specifications provided with the incorporation of any approved appropriate method.
In the event that adverse weather conditions or any unforeseen circumstance/s may have affected the Works Program, the Contractor shall notify the Engineer who may extend the Completion date by a period determined by him without additional costs accruing to the Contract, provided the Contractor has supportive documentary evidence to substantiate that the average inclement weather conditions or prevailing unforeseen circumstance/s is over and above such conditions that prevailed in that locality in the previous 5 years.
The Works are to be completed in such time that the Contractor is able to submit his Final Claim by the end of twenty (20) weeks [equivalence of 5 months] after the date of commencement, subject to any EoTs.
