Job Vacancy: Senior Procurement Officer

 The Solomon Island Agriculture and Rural Transformation (SIART) is a project funded by World Bank under the Ministry of Agriculture and Livestock (MAL).

The World Bank finances the programme through Loan and Grant respectively.

The objective of SIART is to increase agricultural production and improve market access in selected value chains in 3 Project Provinces (Guadalcanal, Malaita and Makira/Ulawa).

The SIART Project is structured with 4 components as described below.

Component 1. Agri business and Infrastructure Investments

Component 2. Institutional Capacity Development

Component 3. Project Management

Component 4. Contingent Emergency Response Component

A Project Management Unit (PMU) is being established within MAL.

The PMU will be responsible for the implementation of the Project as well as other services and support to the Ministry.

The PMU will include resources to deliver SIART services activities, including work planning, reporting, budgeting and financial management, procurement, monitoring and evaluation, safeguards, capacity building and communication and provides progress reports, and financial reporting, in accordance with both Solomon Islands Government and World Bank requirements.

The Ministry of Agriculture and Livestock (MAL) is responsible for the overall coordination and implementation of the Project and is seeking expression of interests from qualified and experienced candidates for the position of Senior Procurement Officer.

The above position will be directly working under this project that is overseer by the Project Steering Committee – Chaired by the Permanent Secretary, Ministry of Agriculture and Livestock.

It is a new project that is implemented by MAL and therefore this is crucial that this position is filled by a qualified person at the start of the roll-out the project.

The Senior Procurement Officer will report to the Project Manager at PMU and ensure the project implementation is in full alignment or in accordance with the World Bank Procurement Regulations for IPF Borrowers, version November 2020 (referred as “Procurement Regulations”) and PROCUREMENT IMPLEMENTATION GUIDANCE: Making Procurement Work for Fragile and Small States in the Pacific under World Bank Investment Project Financing following the Procurement Regulations for IPF Borrowers [July 2016, revised in November 2017.

Senior Procurement Officer

Honiara

An advanced degree (MA/MS/MBA) in a relevant discipline (e.g., engineering, procurement, law, finance, business administration, economics) or practical experience (minimum 5 years of recent and relevant procurement assignments).

Five-year similar work experience, including procurement reforms, procurement implementation.

Proficiency with World Bank or Asian Development Bank, or similar financing institution’s procurement guidelines and procedures.

High integrity and accountability in all aspects of project procurement; and

Ability to establish and maintain effective working relationships with colleagues, other departments, vendors and the public.

Prepare the projects’ quarterly procurement reports.

Put in place credible mechanism for procurement data generation.
