Call for Expression of Interest For Individual Consultants

The Solomon Island Agriculture and Rural Transformation (SIART) is a project funded by World Bank under the Ministry of Agriculture and Livestock. The World Bank finances the programmers through Loan and Grants respectively. The objectives of the SIART are to increase agricultural production and improve market access in selected value chains in project provinces.

The SI ART project is structured with 4 components as described below.

Component 1: Agribusiness and Infrastructure Investments

Component 2: Institutional Capacity Development

Component 3: Project Management

Component 4: Contingent Emergency Response Component

A Project Management Unit (PMU) is being established under the SIART Project.

The PMU will be responsible for the implementation of the Project as well as other services and support to the Ministry.

The PMU will include resources to deliver SIART services activities, including work planning, reporting, budgeting, and financial management, procurement, monitoring and evaluation, safeguards, capacity building and communication, and provides progress reports, and financial reporting, in accordance with both Solomon Islands Government and World Bank requirements.

The Ministry of Agriculture and Livestock (MAL), is responsible for the overall coordination and implementation of the Project and is seeking expression of interest from qualified and experienced candidates for the following positions:

1.       Monitoring& Evaluation Specialist

2.       Social Safeguards Specialist

3.       Environmental Safeguards Specialist

4.       Communication Specialist

These positions will be directly working under this project that is overseer by the Project Steering Committee – Chaired by the Permanent Secretary, Ministry of Agriculture and Livestock. It is a new project that will be implemented by MAL and therefore these four positions are crucial to be filled by qualified persons to start rolling out the project.

1.REFERENCE NO: IC012

POSITION TITLE: Monitoring & Evaluation Specialist

LOCATION: Honiara

REQUIRED QUALIFICATIONS & EXPERIENCE: Degree in Economics, Social Sciences or relevant Field.

10 years’ experience in a position with similar responsibilities.

At least 5 years of experience with projects funded by international donors (WB, ADB, EU, DFAT, etc)

 

2. REFERENCE NO: IC014

POSITION TITLE: Social Safeguards Specialist

LOCATION: Honiara

REQUIREDQUALIFICATIONS & EXPERIENCE: Degree in Social Science, planning,anthropology or similar discipline 5 years of relevant experience in communityconsultations, impact assessment, data collection and analysis, and reportwriting at the policy level.

Knowledge and experience in the agriculture and livestock section is an advantage

3.REFERENCE NO: IC015

POSITION TITLE: Environmental Safeguards Specialist

LOCATION: Honiara

REQUIRED QUALIFICATIONS & EXPERIENCE: Degree in Resource Management, Environmental Science, or a similar discipline.

5 years of experience in environmental risk management, environmental impact assessment, data collection and analysis, and report writing at the policy level

Knowledge and experience in the agriculture and livestock section are advantages.

 

4. REFERENCE NO:IC016

POSITION TITLE:Communications Specialists

LOCATION: Honiara

REQUIRED QUALIFICATIONS & EXPERIENCE: Degree in Journalism, Communications or a related field.

5 years of work experience in the field of mediarelations, journalism or/and communication or marketing.
