[Firm/NGO for Designing and Implementing Diversified Resilient Livelihoods and Green/Blue Business Models in Western Province, Solomon Islands under SAFE Project]

Safeguarding Solomon Islands endemic and globally threatened biodiversity and ecosystem services from key threats, particularly invasive alien species and unsustainable land use practices (SAFE project) under the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) is funded by the Global Environment Facility Cycle 7 (GEF7) and is implemented in partnership with the United Nation Development Programme and the Implementing SAFE Project (GEF 7) has the budget funding for the Designing and Implementing Diversified Resilient Livelihoods and Green/Blue Business Models in Western Province, Solomon Islands under the SAFE Project.

The consultancy firm/NGO will undertake a comprehensive and participatory approach to strengthen community livelihoods while promoting biodiversity conservation and sustainable resource management. The scope includes, but not limited to, the following key activities:

  • Review and Assessment of Ongoing Livelihood and Conservation Activities
  • Co-Development of Blue/Green Enterprise Opportunities
  • Value Chain Assessments and Market Linkages
  • Capacity Building and Skills Training
  • Strengthening Community-Based Organisations (CBOs)
  • Access to Sustainable Financing
  • Infrastructure Development Support
  • Marketing Strategies and Cooperative Development
  • Biosecurity and Environmental Safeguards
  • Establishment of a Blue/Green Livelihoods Network

Duration: 06 Months

Expected start date: 01 November 2025

Expected end date: 30 April 2026

The tender process shall be conducted under the Solomon Islands Government Procurement and Contract Administration Manual, Public Financial Management (Procurement) Regulations 2021, SIG Financial Instructions 2010 together with the UNDP Policy and Procedure on Procurement of Goods and Services.

The Safeguarding Solomon Islands Endemic and Threatened Biodiversity and Ecosystem Services from key threats, particularly invasive alien species and unsustainable land use practices (SAFE project) is now inviting interested, eligible Firm/NGOs for designing and implementing Diversified Resilient Livelihoods and Green/Blue Business Models in Western Province, Solomon Islands

Interested Firm/NGO must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The tenderer shall complete the tender document prescribed for the respective consultancy services advertised; otherwise the application shall not be considered.

Deadline of application submission: 17th October 2025, 4:30pm local time (GMT +11)

All tenders should be addressed to the National Project Manager, SAFE Project, P.O. Box 21, ATL Building Level 1, Honiara, Solomon Islands

The sealed envelope should be dropped at the SAFE Project PMU reception tender drop-box marked “Firm/NGO Consultancy Services –Diversified Resilient Livelihood Option”

The envelope should be marked with the subject line heading “SAFE Project RFP No: MTB-CSC-02-2025 – Western Province”

Only those Firm/NGO which meet the technical qualification criteria will be contacted by the SAFE Project PMU and the Ministry.
