Education Policy, Strategic & Planning Adviser

The Education Sector Support Program (ESSP) is seeking suitable and highly motivated candidates for short-term Education Policy, Strategic & Planning Adviser.

This assignment provides a unique opportunity to revise and develop, alongside MEHRD, a solid foundation for the reform of the education system.

The Education Policy, Strategic and Planning Adviser well-built on existing and recent ESSP support and support SSU strengthen its focus on strategic planning, oversee and implement policy changes and ensure quality service delivery across MEHRD divisions.

It is expected that the Adviser will also support MEHRD’s COVID Response, including through the National Disaster Operations Committee for Education (NDOC-E), in ensuring policies and plans are responsive and strategic, and align to MEHRD’s long term plans and Annual Workplan Reporting to the MEHRD’s Permanent Secretary, the adviser will provide the below support not limited to:

  •  Support the MEHRD Policy Manager to assist the Permanent Secretary to finalize the Education Bill and support the implementation of the new Education Act.
  • Support the MEHRD Policy Manager to work closely with the ESSP Legislative Drafter and, where necessary, the drafter at the Attorney General’s Office, in developing subordinate legislation and administrative instructions for the Education Legislative Framework.
  •  Support the MEHRD Policy Manager to assist the Permanent Secretary to maintain and updateCOVID-19 response policies and plans.
  •  Support MEHRD–SSU to strategically plan and monitor the ongoing progress against the approved MEHRD and COVID Response plans If you have any of the following skills and experience but not limited to, we would like to hear from you:
  •   Post graduate qualification in policy, management, education, or an alternative relevant field.
  •   Minimum of 10–15 years’ extensive experience in organizational development or policy development, coordination and educational leadership in public sector education or a similar field.
  •  Previous or recent education sector experience in the Solomon Islands, or the Pacific.
  •  Demonstrated experience and understanding of effective education systems that deliver high-quality education across diverse and challenging contexts.
  •  Practical and relevant experience in policy development and implementation including consideration of the financial implications.
  •  High-level of proficiency in communicating complex policy and legal issues in clear terms both verbally and in writing.
  •  Demonstrated ability to work effectively with others and contribute to sustainable outcomes including advocacy and the capacity to negotiate effective solutions with senior officials.
  •  Proven ability to identify and manage risks and sustainable solutions in solving complex problems.
  • Demonstrated ability and experience in capacity development of counterparts to achieve long-term sustainable outcomes and less reliance on technical advisers in the future.
  •  Understanding of the importance of cross-cutting development issues such as gender, anticorruption, and disability, particularly in the pacific region.
