Readvertised – The Solomon Islands Football Federation (SIFF) invites applications from qualified and motivated individuals for the position of Finance Manager.

Reporting to the Chief Executive Officer and Chairman of the Finance Committee, the position will play a major role in overseeing the finance department’s operations in relation to accounting, finance management, supervision of finance staff, and the control of income, disbursement, and reporting of FIFA and other funds.

Key responsibilities include:

Production of financial reports; proper maintenance of accounting records; accurate processing of financial transactions; administration of financial controls, enhancement of the accuracy of the company’s reported financial results and ensuring that reported results comply with generally accepted accounting principles.

Review and design the Chart of Accounts and the internal operating and control procedures for efficient reporting and transparency.

Assist in the preparation of annual budgets, quarterly reviews, and forecasting of cash flow statements on a regular basis.

The Finance Manager has supervisory responsibilities overseeing the accountant and departmental staff in the execution of their duties.

Facilitating the audit process for all SIFF accounts for both specific and general audit exercises including working with the statutory auditor.

Ensuring efficient and timely reporting of funding usage to FIFA, OFC, and other bodies using their standard reporting forms.

Ensure compliance with FIFA and OFC regulations with respect to the disbursement of funds including receiving and assessing retirement of funds from SIFF’s member associations.

Operational Responsibilities:

Provide guidance and leadership to finance and accounting areas of the organization.

Design an accounting system to manage project-based accounting.

Provide useful financial oversight to disbursement of the annual operating budget and link budgets to the strategic plan for the various SIFF departments.

Provide guidance and analysis to executive and operational management to improve results.

Maintain a system of accounts and keep books and records on all transactions and assets.

Oversee the preparation and analysis of monthly financial and management reports, including income statement, balance sheet, budget and variance, projections and forecast, and cash flow.

Maintain control of the following areas: general ledger, accounts payable, expense reports, grants reconciliations, bank reconciliations, billing, and payroll.

Provide direct supervision s and oversight to personnel responsible for accounts payable, accounts receivable, and HR transactional support including new-hire onboarding, personnel record-keeping, benefits administration, and broker relationship management.

Oversee grants reporting, compliance, and reconciliation.

Maintaining an appropriate register of financial records for end-year reporting, auditing, and referencing.

Reporting Responsibilities:

Assist in issuing timely, accurate, and complete financial statements for all levels, including the SIFF Executive Committee, and management.

Assist in coordinating the preparation of the draft audited financial statements and all tax returns.

Coordinate the preparation of financial information in the annual activity report.

Recommend and report upon benchmarks against which to measure organizational performance.

Calculate and issue financial and operating metrics.

Assist in the production of cash flow reports, annual budgets, and forecasts.

Calculate variances from the budget and report significant issues to management.

Provide a system of management cost reports.

Preparation of required reports for the SIFF Congress.

Compliance Responsibilities:

Ensuring full compliance with financial aspects of the FIFA Forward Regulations, the OFC Development Grant Regulations, and other applicable funding regulations

Prepare and assist with developing audit schedules for the annual audit.

Suggest improvements in processes to increase organizational effectiveness.

Maintaining records for the annual tax return.

Knowledge, Skills, and Abilities:

A proactive, hands-on manager who will own, in partnership with the Head of Administration and the Chief Executive Officer, responsibility for the Finance Department.

Strategic thinker who possesses solid business acumen and is able to organize and manage multiple priorities.

Exceptional verbal and written communication skills and the ability to interact effectively with others, both internally and externally.

Excellent time management skills, with the ability to perform multiple tasks and meet critical deadlines while maintaining accuracy and quality.

Proven ability to make complex and time-sensitive decisions in the best interests of the organization.

 Qualifications:

Bachelor’s degree in accounting or financial management.

Minimum of 5 years of finance and accounting experience, including finance, accounting, audit, grants administration, and analysis.

Experience gathering, evaluating, presenting, and reporting financial information to management, external stakeholders, and funders.

Sufficient experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments.

Sufficient grants management experience.

Proficiency with MYOB or other accounting software and excellent Excel skills.

A high degree of diplomacy and cultural sensitivity is required, with past experience working in a sports-focused and donor-funded environment preferred.
