Consultant to Review the National Children Policy Implementation Plan (2023–2028)
The Ministry of Women, Youth, Children and Family Affairs (MWYCFA), in partnership with UNICEF, invites qualified and experienced consultants to submit applications for the Review of the Solomon Islands National Children Policy (SINCP) Implementation Plan 2023–2028 and Cost Plan.
Background
The Solomon Islands Government, as a State Party to the Convention on the Rights of the Child (CRC), is committed to advancing children’s rights and wellbeing. The National Children Policy (2023–2028) provides a multi-sectoral framework guiding CRC implementation across health, education, child protection, and child participation. A mid- term review is required to assess progress, identify gaps, and strengthen monitoring and accountability.
Objectives
Review progress of the SINCP Implementation Plan and Cost Plan (2023–2028)
Assess alignment with sectoral and national frameworks
Identify gaps, challenges, and lessons learned
Develop a National Children Policy Monitoring and Evaluation (M&E) Framework
Scope of Work
Desk review of relevant policies and plans
Stakeholder consultations (government, NGOs, FBOs,partners)
Analysis of implementation progress and financing
Development of review report and M&E Framework
Facilitation of a stakeholder validation workshop
Duration
The consultancy will be undertaken over 40 working days across three (3) months.
Consultant Qualifications
Advanced degree in Public Policy, Social Sciences, Development Studies, M&E, or related field
Proven experience in policy review, evaluation, and report writing
Strong knowledge of children’s rights and social sector policies
Experience working with government and development partners in the Pacific (Solomon Islands preferred)
Excellent facilitation and communication skills
