 Expression of Interest (EOI) Consultancy: Review of Strategic Plan 2021–2025

1.Introduction

The Ministry of Home Affairs is a key Government Ministry implementing both legislative mandatory functions as well as important policies under the Government for National Unity and Transformation (GNUT). The Ministry coordinates important activities that directly led towards shaping the domestic welfare of the Solomon Islands citizens. These roles include administration of its day-to-day activities, Civil Affairs matters, Civil Registration, Sports Development, and having an overseer role of the Honiara City Council. The vision of the Ministry is ‘Advocating for an optimum and sustainable socio-economic wellbeing for Solomon Islands’. Its mission is ‘Providing a conducive environment for an optimum and sustainable socio-economic wellbeing for our people’.

The Strategic Plan 2021-2025 that guides the Ministry in its journey is coming to an end this year. It is therefore, necessary that a successor be developed to guide the Ministry journey in the next 5 years. It is in this regard that the Ministry is seeking an experienced consultant to undertake an independent review of the current Strategic Plan 2021–2025,assessing its relevance, achievements, and areas for improvement. Insights from this review will then directly inform the development of the next Strategic Plan, covering the period 2026–2030.

2.Purpose of the Consultancy

In consultation with the MHA Strategic Plan Review Taskforce, the Consultant is to provide a comprehensive evaluation of the current strategic plan and provide actionable recommendations to strengthen the next plan and its implementation and hence shaping an effective, future-focused plan for 2026–2030.

3.Scope of Work The consultant will:

  • Review existing strategic plan document, related reports, and performance data.
  • Consult with key stakeholders including MHA management, staff and other partners.
  • Identify achievements, gaps, and areas for improvement.
  • Recommend adjustments or a refreshed strategic direction to be incorporated in the next plan cycle.

4.Deliverables/ Outputs

Apart from the other activities and expected milestones, two (2) key outputs are envisaged; (i) An assessment brief report of the current Strategic Plan 2021-2025 and

(ii) A new Strategic Plan 2026-2030

In achieving the key outputs, some of the following activities and milestones are expected to be delivered.

  • Review the Strategic Plan 2021–2025 and associated progress reports.
  • A presentation to the organisation’s management and or taskforce on findings of achievements.
  • Assess alignment with organisational mission, vision, and values.
  • Consult key internal and external stakeholders for feedbacks.
  • Identify strengths, gaps, emerging opportunities, and potential risks.
  • Provide recommendations to guide the 2026–2030 strategic planning process.
  • Written review report summarising findings, analysis, and recommendations.

Qualifications & Experiences

  • Proven experience in strategic planning and organisational review.
  • Strong facilitation and stakeholder engagement skills.
  • Knowledge of government systems would be an advantage.
  • Demonstrated expertise in strategic planning and organisational reviews.
  • Strong analytical and facilitation skills.
  • Experience in social sector knowledge and workings is preferred.
  • Have been engaged in doing a similar task as this.

  • A brief proposal or an inception report outlining their methodology and approach,
  • A CV and relevant experience/example of similar work.
  • A proposed timeline and budget.
  • At least one professional references.
