POSITION TITLE: PUBLIC ACCOUNTS COMMITTEE SECRETARIAT

 Background

The recruitment of the Secretariat to support the Provincial Public Accounts Committee is mandated by the Assembly Standing Order section 212, ‘’The Provincial Public Accounts Committee shall be supported by a qualified andcompetent secretariat which at minimum shall comprise an executive officer andsecretary, both with accountancy qualifications’’.

Thus, applications are invited from suitably qualified and experienced persons to fill the position of Provincial Public Accounts Committee Secretariat in the Provincial Assembly Division.

Grade: 7/8 Provincial Scale

Duty Station: Lata

Reporting Line:  The Secretariat of PPAC reports directly to the Chairman of the Accounts Committee but works closely with the Speaker and the Clerk of the Provincial Assembly and receives guidance from them. Even though the Secretary reports to the Chair of the PAC, he/sheremains under the overall supervision of the Provincial Secretary as the Accountable Officer.

Recruitment Process: The recruitment process shall follow the provincial government recruitment process, including a final endorsement from the Provincial Executive.

Key Duties:

1) Support the PAC chair by working closely with theSpeaker and Clerk to draft a detailed annual work plan of the PAC for submissionto the Assembly meeting for approval.

2) The PAC work plan must be fully budgeted based on theactivities that the chair believes could be implemented by the committee within12 months.

3) Draft the action plans of PAC based on the approvedwork plan.

4) The Executive must discuss and approve the work planof the committee for onward submission to the Assembly.

5)The work plan must cover a minimum, four meetings in 12 months to comply with the quarterly meetings specified in the AssemblyStanding Orders as per section 200.

6) The Secretary should serve notice to PAC members indicating the due dates for the meeting as advised by the chairman.

7) Carry out variance analysis of recurrent and capital expenditureahead of the PAC meetings.

8) Assist the members of PAC to understand thedifferences between the actual and the revised budget of the previous year. The PAC needs to enquire under and over expenditure within the actual budget.

9) He/she must understand the virement process as per PGlegislation and prepare the PAC on how to raise questions on virements made in theprevious year.

10) If the meeting is about PG financial statement, theSecretary should do detailed work on the FS and identify areas where the members need to focus their questioning on.

11) Fully understand the structure of the budget and give a detailed description on as he/she prepares a briefing for the members.

12) Carry out a detailed briefing of the members to preparethem for the PAC enquiry.

13) Prepare structured questions with possible follow-ups for members.

14) Analyse relevant areas of the FMO and the FI and linkthem to the relevant sections of provincial estimates and FS that needstrengthening by the executive.

15) Coordinate with the Clerk to arrange travel of PACmembers to attend the meetings in the HQ on time.16)

16) Book suitable accommodation for members of PAC duringtheir stay in the HQ.

17) Arrange transport for site visits, if approved aspart of their work plan.

18) Prepare daily agenda for the meetings, indicating the number of officers and MPAs to be enquired by the committee.

19) Communicate with witnesses who might be needed for a special investigation.

20) Prepare the opening speech of the chair in every PACmeeting.

21) Prepare relevant notes for the Chair forinvestigation of any financial mismanagement reported or suspected in theProvince and reported in the OAG report.

23) Support the committee to analyze the audit findingsand single out those issues that require detailed discussions and recommendationsor investigations by the PAC.

24) Support the PAC to cross-check if TPG StaffEstablishment, Annual Work Plans and Three-Year Strategic Development Plans arebeing implemented as approved by the Assembly.

25) Help the PAC to determine the reasons for thedifference between the original and the revised budget as a mandatoryrequirement of the FS.

26) Record minutes and proceedings of the Committee. Minutes must be produced as quickly as possible to enable the Chair to presentthe report to the Assembly.

27) Ensure safe keeping of Meeting minutes and records in collaboration with the Clerk to the Assembly.

28) Support the chair in following up on the implementationof the committee’s key recommendations.

29) Attend any training organised by the province or theMinistry to improve his/her understanding of the provincial system.

30) Carry out any other functions assigned by the chair of PAC.

Qualifications and experience of candidates

1) The candidate must have a minimum of a Diploma in Accounting and Finance.

2) He/she must have at least 4 years of work experience in a relevant field.

3) The candidate must have had previous provincial-level experience.

4) A good understanding of provincial budgeting systems.

5) A good understanding of provincial financial reporting.

6) Prepared to read and understand the FMO and the FI ofPG.

7) Sound knowledge of Assembly Standing Orders, PGA lawsand practices and the operations of Assembly and the machinery of ProvincialGovernment.

8) Excellent research, writing, policy analysis and skills in the interpretation of financial statements and appropriation bills.

9) Strong oral and interpersonal skills appropriate forcommunicating effectively with ministers, members of the Assembly, senior/ publicofficials, and a diverse range of stakeholders. High standards of integrity andthe ability to handle confidential matters and provide impartial advice.

10) Capacity to participate effectively in small teams.

11) Ability to carry out detailed analysis of public expenditure.

12) Ability to train a small group of lawmakers.
