The Solomon Islands Association of Vocational Rural Training Center is looking for a Programe Coordinator under the 5 years partnership SIAVRTC has with   Caritas New Zealand under the He Oranga Taurikura Programe.

The Officer will be working under the Supervision of the Director of the Solomon Islands   Association of Vocational Rural Training Center.

SIAVRTC is a Non Government Organisation (NGO) and the key umbrella body comprises of the 5 existing Faith Based Organisation Governing the 68 RTCs   that exist as TVET training providers in the country for the development of its members, The RTCs and VRTCs in the country.

The position is under a 5 years   partnership programme SIAVRTC has with Caritas New Zealand after 1st phase of the partnership ended at the end of 2020 and SIAVRTC has been awarded   another 2nd Phase to 2026.

The programme will implement the 5 key components stipulated under the 5 years MOU signed by SIAVRTC with Caritas New   Zealand under the support of Caritas New Zealand and MFAT.

 

POSITION – PROGRAMME COORDINATOR

LOCATION: SIAVRTC Office, New China Town, Honiara

 

TERM OF REFERENCE FOR THE JOB CONTRACT

1.Overall Objective

The Programme Coordinator is the Administrative Professional specialized in managing, coordinating and overseeing of planning, implementing, marketing and evaluating different programme and projects. He or she is responsible for overseeing the successful planning and completion of the programme activities within the duration of the project implementation. His or her duties include leading the programme staff and delegating tasks among them, monitoring programme budgets and determining how to prioritize funds and performing outreach duties to engage with the local communities of rural training centers.

 

2.Program Coordinator Duties and Responsibilities

The Programme Coordinator will be responsible to manages, coordinates and oversees the He Oranga Taurika Caritas New Zealand partnership programme a 5 years programme benfiting the Solomon Islands Association of Vocational and Rural Training Centers (SIAVRTC).

The Officer scope of responsibilities and duties are as follows.

  •  Monitor and approve programme expenditures.
  • Prepare financial statements and maintain records pertaining to programme activities.
  • Purchase or approve the purchase of equipment and supplies needed by the programme activities.
  • Supervise the programme activities on the identified Rural Training Centers.
  • Prepare or assist in the preparation of grant requests and funding continuation for the running and implementation of the activities from SIAVRTC partner supporting the programme.
  • Prepare monthly reports reflecting what achievements have been done , or partly undertaken during the period.
  • In implementation progression, always consult SIAVRTC Director for his inputs.
  • Ensure that all expenses incurred in every project implementation is accountably retired after five (5) working days.
  • Travel to visit RTCs in all of the Provinces where the RTCs are located to see the progress of the activities developed.
  • Report to the director of SIAVRTC on the outcome of the activities implemented.

 

 3.Requirements/Qualifications

  • Proven working experience as programme coordinator or relevant position
  • Knowledge of programme management and development procedures
  • Knowledge of budgeting, bookkeeping and reporting
  • Ensure technology is used correctly for all operations (video conferencing, presentations etc.)
  • Ability to work with diversity and multi-disciplinary teams
  • Excellent time-management and organizational skills
  • Outstanding verbal and written communication skills
  • Detail-oriented and efficient
  • BSc/BA/Diploma in business administration or relevant field

 

 4.Specific Working Experience

  • Minimum 5 years of experience in programme/project funded by charitable donors preferably in grant schemes.
  • Experience in project program management and monitoring processing

 

 5.Other Requirements
