Assignment Title: Independent Review of the Provincial Capacity Development Fund (PCDF)
Consultants: Two (2) x National Consultants (Individual Consulting Services)
Background and Scope of Assignment:
The Ministry of Provincial Government and Institutional Strengthening (MPPGIS) is seeking the services of two (2) National Consultants to support in the independent review of the Provincial Capacity Development Fund (PCDF) implemented under its Provincial Governance Strengthening Program (PGSP)
The two national consultants will be part of a team of Reviewers which consists of one International Expert on Performance Based Grant System (PBGs) and a Senior SIG official.
This assignment is undertaken as a response to the Provincial Capacity Development Fund (PCDF) Joint Oversight Committee (JOC); the high-level government and donor decision making-body of the Program which recommended and approved that the 15-year-old run Performance Based Grant mechanism is to be independently reviewed in 2024.
The Scope of the Assignment includes activities that will assist the MPGIS to respond to the JOC decision to review the PCDF in four aspects:
(i) realigning the PCDF MCs with their intended purpose in performance-based grant systems (basic safeguards related to the proper use of grant resources)
(ii) simplifying and streamlining PMs to target a limited number of priority policy objectives, with a focus on outputs/outcomes rather than inputs.
(iii) ensuring MCs and PMs are aligned with provincial government realities and capabilities and reflect a realistic estimation of the degree to which PCDF resources are likely to leverage performance and compliance; and(iv) revising PCDF administrative procedures, including those directly governing the PCDF system and where relevant, the Policy Blueprint on Participatory Planning and Ward Development Committees and the Financial Management Ordinance.
There will be province-wide consultation process involved in this activity.
