Assignment Title: Climate Change Adaptation and Risk Resilience Expert
Reference No. (as per Procurement Plan): IEDCR: 019-2022
Salary attached to this position: $56,000 per month.
The Ministry of Provincial Government and Institutional Strengthening and the Ministry of Environment, Climate Change, Disaster Management and Meteorology intend to apply for financing from the World Bank toward the cost of the [IEDCR project] and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
Scope of services
The consultant will support the PMU, MECDM and Ministry of Provincial Government and Institutional Strengthening to formulae the required process, procedures and strategy to mainstream climate change and disaster risk management into planning activities; compile awareness materials; strengthening and integrating disaster preparedness and response into subnational planning, deliver trainings and provide technical support to MECDM and MPGIS to sufficiently carry out the climate change and disaster risk management activities under the Project.

The [Ministry of Provincial Government and Institutional Strengthening and the Ministry of Ministry of Environment, Climate Change, Disaster Management and Meteorology] now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are:

Qualifications, Experience, and Skills Required
1.1. Minimum qualifications:
A master’s degree qualification in climate change and/or disaster risk management with seven years’ experience, or a minimum of a bachelor’s degree in relevant related discipline with over 10 years’ experience.
1.2. Minimum experience and capability:
At least 10 years of relevant experience.
Minimum 5 years working experience in Solomon Islands or the Pacific region.
Knowledge of and experience in community-based disaster risk and climate change adaptation planning and operations.
Proven experience in leading climate change vulnerability and disaster risk management assessment.
Familiar with climate risk resilient guidelines and standards for rural roads, buildings, bridges, and environmental protection.
Fluent in the English language.
Demonstrated skill in writing clear and easy English to navigate procedures/templates/forms to guide different discipline requirements including the use of nature-based solutions.
Desirable experience and skills:
Fluent Solomon Island Pijin;
Prior experience in Community-based climate change and disaster risk management programs specific to World Bank projects and with Solomon Islands Government.
