Assignment Title: Deputy Program Manager
Reference No. (As per Procurement Plan): IEDCR: 033-2022
The Ministry of Provincial Government and Institutional Strengthening and the Ministry of Environment, Climate Change, Disaster Management and Meteorology intend to apply for financing from the World Bank toward the cost of the [IEDCR project] and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
Scope of services
The PGSP Program Manager/Deputy PM IEDCR will support and work closely with the Permanent Secretary of MPGIS or his delegate and that of other partner Ministries, which may jointly implement projects under PGSP.
The consultant will work closely with the current PGSP Staff, particularly the Program Manager for IEDCR and other technical consultants, in fulfilling roles and responsibilities relating to implementing and coordinating all activities under PGSP and other related projects and donors.

The [Ministry of Provincial Government and Institutional Strengthening and the Ministry of Ministry of Environment, Climate Change, Disaster Management and Meteorology] now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are:
Qualifications, Experience, and Skills Required
Minimum qualifications:
A Degree in Finance, Accounting and Public Policy. A Postgraduate degree with strong finance and accounting background is preferable.
Minimum experience and capability:
At least 5 years of professional experience in leading roles within decentralization and local government support programs.
Relevant experience, including some experience in implementing performance-based grants.
Experience working in Solomon Islands and Provincial Governments
Experience working with the guidelines and procedures of the World Bank or similar development agencies or partner projects (particularly fiduciary and safeguards).
Demonstrated skills in developing and delivering relevant training to public officials.
Capability to manage and coordinate across multiple teams in different locations.
Experience in providing high-level technical inputs in public sector planning, budgeting, and linking them to public sector financial reporting system.
Has good experience in advising government officials inappropriate fiscal policies, and strategies.
Some experience in managing large teams of national and international staff.
Good experience with substantive knowledge of fiscal and administrative decentralization processes.
Some knowledge in the set up and implementation of an M&E systems, including some knowledge in MIS software applications.
High-level management skills applicable to public sector, statutory, or government-funded organizations.
Highly developed inter-personal and leadership skills with the ability to: communicate effectively, mentor and guide others from different social, ethnic, and cultural backgrounds; adapt to different cultures; and listen to ideas and concerns of others.
Desirable experience and skills:
Fluent Solomon Island Pijin;
Strong experience in decentralized public expenditure and financial management processes and including reporting and financial accountability systems.

The assignment commences on 1st August 2024.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s ProcurementRegulations for IPF Borrowers (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
