Ministry of Education & Human Resources Development: Invitation to Tender – Provision of Services for The Architectural Design Services For NEHRD Standard School Building Designs

INVITATION TO TENDER

PROVISION OF SERVICES FOR THE ARCHITECTURAL DESIGN SERVICES FOR THE MEHRD STANDARD SCHOOL BUILDING DESIGNS

Tender Reference Number: CTB C71-2025

The Solomon Islands Government, through the Ministry of Education and Human Resource Development, has budget financing toward the cost of the Provision of Architectural Design Services for MEHRD School Building Designs and intends to apply the proceeds for the services.

The Ministry now invites eligible Service Providers having the following qualification requirements to submit their proposals for providing the services:

1. Demonstrated experience designing classrooms and other typical school buildings in the Solomon Islands

1. Demonstrated knowledge and understanding of the design and construction context in the Solomon Islands and specifically in remote and rural locations, including;

a) typical local construction practices;

b) material availability and quality;

c) typical labour skills and capacity; and,

d) other key factors that must be considered when designing fit-for-purpose buildings, which are economical and appropriate in these locations

1. Demonstrated experience and commitment to participatory co-design practices for architectural design projects with clients, stakeholders and communities

2 . Demonstrated experience incorporating Solomon’s Island traditional design and construction techniques and knowledge to building designs

3 . Examples of architectural innovation and practices to enhance environmental sustainability in building design and construction, including the integration of passive design techniques in building design and performance

4. Demonstrated experience providing architectural services to public sector institutions in the Solomon Islands, where experience providing services to the Ministry of Education and Human Resources Development(MEHRD) is an advantage

5. Demonstrated experience of the nominated lead design architect, including experience in the Solomon Islands

6. Demonstrated experience of the nominated lead design engineers (structural, civil, electrical and hydraulic), and quantity surveyor/estimator

A Service Provider will be selected in accordance with the procedures set out in the SIG Financial Instructions 2010, Public Financial Management (Procurement) Regulations 2021 and Solomon Islands Procurement and Contract Administration Manual 2022.

A Pre-Bid Conference will be conducted on Wednesday 5 November 2025, at 11 am Local Time (SI) at the MEHRD Meeting Room 3.2m Level 2, Tongs Building, Point Cru,z either in person or by joining a Zoom meeting.

Tenderers wishing to join the Zoom meeting for the Pre-Bid Conference MUST send a written email request by Monday, 3 November 3 pm Local Time (SI) to the email above, and a link will be provided before the meeting.

Proposals, comprising the documents identified in the Instruction to Consultants (ITC), and following the requirements of the ITC, must be delivered to the address below at or before 14:00 hrs on Thursday, 27 November 2025.
