Job Purpose:

The purpose of the role is to work alongside the MEHRD Finance team, providing strategic support of the Director of Finance and lead the financial system strengthening reform to ensure adoption of systematic improvements and ensure adequate controls are implemented around the planning, expenditure, retirementand reporting of funds from both SIG and development partners and to ensurecompliance with the relevant legislation and regulations of Solomon Islands andthose of development partners.

The role requires qualifications and experience in accounting and/or public financial management, experience with PFM legislation and regulations, knowledge of the education sector, and a strong ability to build the capacity of partner institutes are multiple levels.

Background

The Ministry of Education and Human Resource Development(MEHRD) holds the largest share of the Solomon Islands government’s recurrent budget and works with education partners to strengthen teaching and learning under the Education Strategic Framework (2016–2030), National Education Action Plan (2022–2026), and the Education Act (2023).

In addition to SIG funding, MEHRD receives donor support from DFAT, MFAT, ADB, UNICEF, GPE, and others.

Financial system strengthening is vital to ensure efficient fund distribution, robust controls, compliance, and donor reporting. The Finance & Accounting Officer will help implement System Capacity and Transformation programs, ensure UNICEF and GPE policy compliance, support financial reforms, and manage daily finance operations, reporting to the Deputy Secretary for Corporate Services and working with the Finance Director.

· Exceptional communication and interpersonal skills, including the ability to build effective relationships, influence change, and manage the expectations of diverse stakeholder groups at varying levels of professional competency.

 ·Resilience, independence, and professional integrity, including the ability to maintain a constructive approach to work and interpersonal dealings, particularly under pressure and when addressing sensitive issues.
