The Solomon Islands Government through the Ministry of Commerce, Industry, Labour & Immigration (MCILI) is now advertising the Consultancy position for suitable qualified candidates or consultancy firms to provide the following services:
Solomon Islands 2022 Annual Petroleum Prices Review – Technical Advisor;
Solomon Islands 2022 Annual Fuel Price Review
Solomon Islands2022 Annual Liquefied Petroleum Gas (LPG) Price Review
1.1 Background
The SI Government through the Consumer Affairs and Price Control (CA & PC) Division is implementing the Solomon Islands 2022 Annual Petroleum (Fuel & LPG) Price Reviews.
The CA & PC Division is responsible for setting monthly Petroleum Prices based on monthly submissions from Fuel Suppliers and LPG Supplier to the Price Advisory Committee (PAC).
It is important to know that the CA & PC Division will need the services of a Petroleum Advisor or a Petroleum Consultancy firm to formulate and negotiate with Fuel Suppliers on the parameters in the Fuel Price Template (FPT) and the LPG Supplier on the parameters in the LPG Price Template (LPGPT).
2. Objectives
The main objective is to protect Consumers and below are some objectives why the Petroleum Prices Reviews must be conducted.
a. Consumers should have the right of access to non-hazardous Petroleum products (fuels & LPG).
b. Consumers have access to Petroleum Products with affordable prices.
c. Consumers are protected against over pricing, price fixing, price discrimination and etc.
d. To review the pricing submissions from Fuel Suppliers and the LPG Supplier. The TA will support the SI Government to scrutinize and negotiate the new 2023pricing adjustments.
e. To provide reports to the Price Advisory Committee on recommendations and changes to the Fuel Pricing Templates and the LPG Pricing Template.
3. Services Required
These are two separate Projects or Reviews as stated in Section 1 but will be implemented consecutively or one after the other. Interested TA or Consultancy firm should submit two (2) separate Expression of Interests for the two Projects.
The Technical Advisor will lead the CA & PC team during the negotiations with Petroleum Suppliers. Refer to the Terms of References (TORs).
Interested Consultants (TAs) must provide information indicating that the TA or the Consultancy firm are qualified to perform the following services (description of similar assignments, experiences in similar conditions, and availability of skills among staff).
A Consultant or Consultancy firm will be selected in accordance with the procedures set out in the Solomon Islands GovernmentProcurement Guidelines.

The closing date to submit your Expression of Interest is14th October 2022.
