Call for Application: Expression of Interest (EOI) – Lands Biosecurity Import & Export Database Development

Background

The Ministry of Agriculture, Livestock, under the Biosecurity Division, seeks experienced service providers/developers to design and implement a comprehensive Biosecurity Import & Export Database to streamline regulatory compliance, risk assessment, and inspection workflows.

The system must integrate with national/international biosecurity systems, customs, and payment gateways while ensuring compliance with IPPC, WTO SPS Agreement, and local regulations.

Scope of Work

The selected Service providers/developers will deliver end-to-end development, including:

A. Feasibility & Analysis
B. System Design & Development
C. Testing & Deployment
D. Training & Documentation
E. Technical Requirements
F. Compliance & Security
G. Developer Qualifications

Proven experience in government regulatory systems (biosecurity, customs, or agriculture preferred).

Expertise in database design, secure system architecture, and international system integration.

Past projects involving risk assessment engines, workflow automation, and multi-agency interoperability.

Estimated budget and support model.

Compliance with SIG procurement regulations.
