VACANCY NOTICE
The Solomon Islands Agriculture and Rural Transformation (SIART) project is funded by the World Bank under the Ministry of Agriculture and Livestock (MAL).
The World Bank finances the program through loans and grants respectively.
The objective of SIART is to increase agricultural production and improve market access in selected value chains in three project provinces (Guadalcanal, Malaita, and Makira/Ulawa).
The SIART Project is structured with four components as described below:
Component 1: Agribusiness and Infrastructure Investments
Component 2: Institutional Capacity Development
Component 3: Project Management
Component 4: Contingent Emergency Response Component
A Project Management Unit (PMU) is being established within MAL.
The PMU will be responsible for the implementation of the Project, as well as other services and support to the Ministry.
The PMU will include resources to deliver SIART services activities, including work planning, reporting, budgeting, and financial management, procurement, monitoring and evaluation, safeguards, capacity building, and communication.
The PMU will provide progress reports and financial reporting in accordance with both the Solomon Islands Government and World Bank requirements.
The Ministry of Agriculture and Livestock (MAL) is responsible for the overall coordination and implementation of the Project and is seeking expressions of interest from qualified and experienced candidates for the position of:
Project Manager
The above position will be directly working under this project overseen by the Project Steering Committee, chaired by the Permanent Secretary, Ministry of Agriculture and Livestock.
This is a new project that will be implemented by MAL, and it is crucial that this position is filled by a qualified person at the start of the project rollout.
The Project Engineer will report to the Permanent Secretary of MAL and the Project Manager at PMU.
The Civil Engineer is responsible for the implementation of the Project’s Infrastructure Investment Plan and in accordance with the project’s Environmental and Social Management Framework (ESMF).

Bachelor’s Degree or Diploma in agriculture, rural development, management, business administration or any other relevant field (e.g. engineering, social sciences, climate change, etc). At least 4 years proven experience in a management position with similar responsibilities. Must be familiar with Microsoft office suite – MS Excel, MS Word, MS Power Point, etc. Fluent in English, excellent writing skills, and ability to prepare clear, concise reports. At least 4 years of operational/implementation experience with projects funded by international donors (WB, ADB, EU, DFAT, etc). Demonstrated ability to meet set deadlines, deliver outputs/results and identify/rectify implementation problems at their early stage. Excellent understanding of Government procedures and processes, and ability to work with a range of agencies at national, provincial and local level. Excellent communication and inter-personal skills. Ability to make clear, structured presentations to a broad range of audiences. Demonstrated ability to work in a challenging environment and proactively lead a team as well as being a team player. Good knowledge of Solomon Islands agriculture/rural areas will be an advantage. Be willing to and able to travel to project areas as work requires.
