MINISTRY OF COMMERCE, INDUSTRIES, LABOUR & IMMIGRATION – ASSIGNMENT OBJECTIVE DURATION BUDGET

The purpose to express interest in conducting three key assignments aimed at strengthening MSME development, enhancing cooperative policy, and building financial management capacity in the Solomon Islands.
Proposed Assignments
Assignment Objective Duration Budget (SBD) 
• MSME Finance Policy Framework
• Review and develop a comprehensive policy to improve access to finance and regulatory compliance.(6) weeks up to SBD 120,000
• Cooperative Policy 2023 Review and Clean up
• Assess effectiveness and provide recommendations for policy improvement.(4 )weeks up to SBD 80,000
• MYOB Capacity Training Program
• Build practical accounting and reporting skills for BCD, MCILI, and stakeholders  –  ( 3) weeks up to SBD 60,000
Methodology
• Conduct Stakeholder consultations
• Conduct Research and policy analysis
• Conduct and facilitate Hands-on MYOB training and provide MYOB Training materials for  use
• Finalize Reports and formalize implementation of actionable recommendations
Expertise Required
• Experienced in MSME policy development and promotion in Solomon Islands, especially in MSME Financing, regulatory and institutional framework, and Credit Infrastructure. Also on cooperative policy frameworks, regulations and knowledge on cooperative best practices within the region
• Has professional skills in stakeholder engagement and capacity-building programs
• Technical knowledge in MYOB and financial management systems, and experience in TOT    programs, especially manual development and practical training for users and trainers
