Safeguarding Solomon Islands’ endemic and globally threatened biodiversity and ecosystem services from key threats, particularly invasive alien species and unsustainable land use practices (SAFE project)under the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) is funded by the Global Environment Facility Cycle 7 (GEF7) and is implemented in partnership with the United Nations Development Programme. SAFE Project (GEF 7) has the budget funding for the Designing and Implementing Diversified Resilient Livelihoods and Green/Blue Business Models in Isabel and Choiseul Provinces, Solomon Islands under SAFE Project.

The United Nations Development Program (UNDP) is funding the construction of a state-of-the art office building in Auki, Malaita Province, designed to serve as a resilient and sustainable hub for administrative and coordination activities.

3.The building will accommodate three (3) office spaces for: a) Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM), b) Provincial Government, and c) Strengthening Adaptation and Food Security in the Pacific (SAFE) Project Coordination Unit (PCU). Additional facilities include:

  • Two (2) washroom facilities (one male, one female),
  • One (1) multi-purpose conference room equipped for hybrid meetings with audiovisual capabilities,
  • One (1) fully equipped kitchen with an adjoining communal sitting area designed for staff collaboration,
  • One (1) technical room housing advanced equipment and high-capacity batteries for a solar photovoltaic (PV) system with backup power storage.

The building will be elevated on reinforced concrete piles to mitigate flood risks and ensure structural stability. It features a primary entrance and an emergency exit at the rear, compliant with fire safety regulations.

The main structure will utilize sustainably sourced local hardwood, treated for termite resistance and durability, with interior studwalls clad in high-performance gypsum board.

The roof design incorporates a hipped roof with an integrated gable section to optimize natural ventilation and daylighting in the central area, supplemented by energy-efficient skylights. The building will adhere to green building principles, with a focus on energy efficiency and climate resilience suitable for the Pacific Island environment.

Duration: 06 Months
Expected start date: 20th January 2026

The tender process shall be conducted under the Solomon Islands Government Procurement and Contract Administration Manual, Public Financial Management (Procurement) Regulations 2021, SIG Financial Instructions 2010, together with the UNDP Policy and Procedure on Procurement of Goods and Services.

The Safeguarding Solomon Islands endemic and Globally Threatened Biodiversity and Ecosystem Services from key threats, particularly invasive alien species and unsustainable land use practices (SAFE project) is now inviting interested eligible Firm/NGOs for designing and implementing Diversified Resilient Livelihoods and Green/Blue Business Models in Isabel and Choiseul Province, Solomon Islands.

  • Interested Construction Firms/Companies must provide information indicating that they are qualified to perform the Construction Works (definition of similar assignments, experience in similar conditions, availability of appropriate skills among workers, etc.).
  • The tenderer shall complete the tender document prescribed for the respective construction works as advertised; otherwise the application shall not be considered.

Deadline of application submission: 8th December 2025,4:30pm local time (GMT +11)

  • All tenders should be addressed to the National Project Manager, SAFE Project, P.O Box 21, ATL Building Level 1, Honiara, Solomon Islands
  • The sealed envelope should be dropped at the SAFE Project PMU reception tender drop-box marked “Construction of Office building for MPG, MECDM and UNDP”
  • The envelope should be marked with the subject line heading “SAFE Project RFP No: MTB-CSC-05-2025 – Malaita Province”

  • A Pre-bidding meeting will be hold after one week of this bidding timeframe – will inform bidders in due time.
  • Only those Construction Firms/Companies which meet the technical qualification criteria will be contacted by the SAFE Project PMU and the Ministry.
