Ministry of Provincial Government & Institutional Strengthening: Consultancies For Provincial Capacity Development Fund Annual Performance Assessment 2024/2025

CONSULTANCIES FOR PROVINCIAL CAPACITY DEVELOPMENT FUND ANNUAL PERFORMANCE ASSESSMENT 2024/2025

The Ministry of Provincial Government and Institutional Strengthening (MPGIS), through the Provincial Governance Strengthening Programme (PGSP), is now advertising the following consultancy positions for suitably qualified candidates for the positions of: –

1. One x Development Planning Specialist to take part in PGSP Annual Performance Assessment in the nine Provincial Governments from 15^th September 2025 to 31st March 2026.  The assessment will determine funding allocation of PCDF to Provincial Governments for 2024/25.

2. One x Auditor/Accountant Specialist from individually qualified professional Accountants/Auditors or individuals nominated by an Audit firm to take part in PGSP annual performance assessment in provincial governments from 15th September 2025 to 31st March 2026.  The assessment will determine funding allocation of PCDF to Provincial Governments for 2024/25.

1. Objectives of the Assignment

1. Determine which Provincial Government complies with the seven minimum qualifying conditions for access to funds under the PCDF grant scheme, in an objective, neutral, professional, and timely manner.

2. Undertake the scoring of the performance assessment, which will influence the level of allocations to Provincial Governments complying with the minimum conditions.

3. Provide information to the Provincial Governments, through the assessment, on areas in need of future improvements create awareness on the Technical Assistance support required.
