Expression of Interest

Pig and Poultry Livestock Slaughter Facilities 

The Ministry of Agriculture and Livestock (MAL), Solomon Islands Government (SIG) is implementing the Solomon Islands Agriculture and Rural Transformation (SI ART) project with financial assistance from The World Bank.

The project is being implemented in Guadalcanal, Malaita, and Makira provinces.

The objective of the project is “to increase agricultural production and improve market access in selected value chains in the project provinces. 

MAL is issuing this Expression of interest (EOI) to private sector companies to construct and operate on a commercial basis one poultry and one pig slaughter facility each in Guadalcanal, and one pig slaughter facility in Malaita. 

The SI ART project provides co-funding to the maximum amount of $360,000 SBD to assist existing registered private enterprises construct facilities for the hygienic pig and poultry slaughter. One poultry and one pig slaughter facility will be located near Honiara, and one pig slaughter facility near Auki. 

 

This public announcement invites interested parties to submit their Expression of Interest to construct and commercially operate the aforementioned facilities. Selection of successful applicants will be based on the most feasible and cost-effective proposal submitted. Project support for each slaughter facility is a grant of the lesser of $360,000 SBD or 70 percent of the total estimated costs for each facility, with the successful company expected to contribute at least 30% of the total cost.  

 

MAL will provide meat inspectors with international certification, to be allocated to the facility to monitor slaughter operations and assist with best practice HACCP hygienic slaughter accreditation.

MAL can supply technical advice and slaughter facility designs that can either be accepted or modified by the applicant.

 The construction and operation of each slaughter facility must comply with national environmental laws and World Bank’s Environmental and Social Standards as outlined in the project’s Environmental and Social Commitment Plan.

Preference will be given to a company already involved in livestock marketing and / or the processing of meat products in the Solomon Islands and can demonstrate it has the financial as well as human resource capacity to operate the facility on a sustainable and commercial basis.

 Note: please register your interest with the SI ART Project Manager (contact above) by no later than 26th July 2024. 

Proposals shall require: 

(i)  details of your company’s current business activities, experience, staffing and turnover, 

(ii) a business plan for the management of the facility, including details of operating strategy, budgets and cashflows, livestock supply chain, planned markets/marketing strategy and evidence of the financial and managerial capacity to operate the facility. 

Proposals will be assessed by the MAL Leadership Team Committee based on their technical soundness and economic, environmental and social soundness and sustainability. 

Please note this is a 2-step process.

Expression of interest to be registered with the PS MAL by the 26h July 2024. 

Full proposal to be lodged with the SIART Project Manager by close of business on the 22th August 2024.
